HFCL Limited (HFCL), a leading technology enterprise and next-generation communications product and solution provider, has successfully completed the commissioning of Bharat Sanchar Nigam Limited’s (BSNL) Network Infrastructure Enhancement Project. This milestone achievement involves deploying an advanced Broadband Network Gateway (BNG) with Control and User Plane Separation (CUPS) architecture and an associated subscriber Policy Manager & Authentication platform. With a total project value of approximately INR 390 crore, including Operations and Maintenance (O&M), this project spans the entire nation, marking a significant leap toward improved broadband services across India.
The infrastructure upgrade to the CUPS architecture aligns with BSNL’s objective of enhancing its network capabilities to support high-end enterprise customers while bridging the digital divide, especially in rural and remote areas. The CUPS architecture enables BSNL to expand its Fiber-to-the-Home (FTTH) broadband services more effectively, ensuring a robust and scalable network that meets the growing demands of modern communication.
The upgraded CUPS-based BNG infrastructure is designed to improve network efficiency, scalability, and service quality for BSNL’s broadband customers. Key benefits include:
The upgraded BNG infrastructure will act as the Internet Gateway for all BSNL’s enterprise and home users, as well as for the existing BharatNet network, which covers 1.5 lakh Gram Panchayats. This upgrade is a key component of the pan-India BharatNet expansion in Phase III, supporting BSNL’s mission to deliver high-quality broadband connectivity nationwide.

The Network Infrastructure Enhancement Project was initiated in October 2022 and successfully commissioned in August 2024. HFCL managed the entire upgrade process end-to-end, from design, supply, commissioning, and testing to the seamless migration of legacy networks and services to the new CUPS-based infrastructure.
