PMAY-G aims to provide "Housing for All" by 2024. Revised exclusion criteria include income, asset ownership, and landholding updates for beneficiary selection.
The Pradhan Mantri Awas Yojana-Gramin (PMAY-G) is a flagship scheme launched by the Government of India in April 2016, focusing on providing pucca houses with essential amenities to rural households. Implemented by the Ministry of Rural Development, the program has been instrumental in advancing the goal of “Housing for All.”
Key Milestones of PMAY-G
- Initial Target: Construction of 2.95 crore houses by March 2024.
- Extended Target: An additional 2 crore houses approved for FY 2024-25 to FY 2028-29.
- Funding and Progress: As of now, over 3.21 crore houses have been sanctioned, with 2.67 crore already completed.
Updated Exclusion Criteria for Beneficiaries
The Union Cabinet revised the automatic exclusion criteria to streamline beneficiary identification under PMAY-G. These changes aim to ensure that the scheme reaches the most deserving households.
Step 1: Exclusion Based on Housing Conditions
- Households living in pucca houses with a pucca roof and/or wall.
- Households with more than two rooms are excluded.
Step 2: Automatic Exclusion Parameters
Households meeting any one of the following conditions are excluded:
- Ownership of motorised three/four-wheeler or agricultural equipment.
- Kisan Credit Card with a credit limit of ₹50,000 or more.
- Any family member earning over ₹15,000 per month.
- Households with government employees.
- Registered non-agricultural enterprises.
- Paying income or professional tax.
- Ownership of:
- 2.5 acres or more of irrigated land.
- 5 acres or more of unirrigated land.
Impact of the Revised Criteria
The revisions reflect the evolving socio-economic landscape and the government’s intent to ensure inclusivity. By increasing the income threshold from ₹10,000 to ₹15,000 and simplifying land ownership criteria, the updated guidelines accommodate rural households that previously fell just outside eligibility.
State-Wise Implementation Highlights
From 2019 to 2024, PMAY-G saw robust progress across states:
- Bihar: Utilised over ₹10,000 crore in 2020-21, constructing over 1 million houses.
- Uttar Pradesh: Maintained steady progress with over ₹7,000 crore utilised annually.
- Arunachal Pradesh: Demonstrated significant growth, completing over 21,000 houses in 2023-24, up from just 747 in 2019-20.
