Protocol

A protocol is a legally binding document that outlines the terms agreed upon by negotiating parties before a final treaty is signed. In the realm of finance, a protocol is also signed and ratified by the parties in conjunction with an existing tax treaty for tax purposes. It can be signed simultaneously with the treaty or at a later time, and its purpose is to clarify, implement, or amend the provisions of the treaty.
